“The Pentagon’s planning failures [in Iraq] had organizational and ideological roots. Organizationally, reconstruction and stabilization in postconflict situations require the talents of many government agencies. The CIA provides intelligence. The State Department brings other countries and international organizations to the table. The U.S. Agency for International Development oversees humanitarian relief and economic reconstruction. The Justice Department helps with police training and judicial reform. The Treasury Department knows how to set up banking and financial systems. The role of the Defense Department in reconstruction operations is normally limited to providing security (though few of its forces are actually trained to maintain public order). Putting the Pentagon in charge of the postwar planning almost guaranteed that the effort would fail.
